Steven Phelps is Manager of Regulatory Reporting and Cost Analysis for the US Postal Service. He assumed the role in 2016, and has worked for USPS for 34 years.

Duties and Responsibilities

As Manager of Regulatory Reporting and Cost Analysis, Phelps reports to Joseph Corbett, USPS’ current Chief Financial Officer and Executive Vice President. Phelps works to help USPS operate more efficiently, generate more revenue, and succeed in areas with complex regulations. In his role, Phelps is responsible for the pricing of all Market Dominant products and services. Such products and services include First-Class Mail, Marketing Mail, Periodicals, Package Services, Extra Services, and Market Dominant International.

Steven Phelps’ Background

Phelps began his postal career as a letter carrier in Hyattsville, Maryland nearly 35 years ago. Prior to assuming his current role, he served as Manager of SOX Compliance and Integration. His other assignments include serving as the Acting Vice President of Pricing and Costing in 2019, as well as other leadership roles in finance, marketing, and operations.
